Title V State Abstinence Education Grant Program (AEGP)
Statutory Authority
Awards for the State Abstinence Education Grant Program are authorized and appropriated by the Patient Protection and Affordable Care Act of 2010 (Affordable Care Act) [Pub.L. 111-148], which amends section 510 of the Social Security Act [42 U.S.C. § 710]. The Affordable Care Act restored funding for the State Abstinence Program for FY 2010 through FY 2018.
Purpose
The stated purpose of this funding is to provide states with funding for additional tools to address the rates of teen pregnancy among those groups who are most likely to bear children out of wedlock. For that reason, states may fund abstinence education as defined by section 510(b)(2) of the Social Security Act (42 U.S.C. § 710(b)) and/or programs that provide mentoring, counseling, and adult supervision as a means of promoting abstinence from sexual activity.
Title V Colorado State Plan
The Title V Grant in Colorado is administered by the Colorado Department of Education. As part of the process to fulfill the requirements to utilize Abstinence funding, a post-award Colorado State Plan was submitted with the application.
The State Plan is part of a comprehensive approach to adolescent well-being that seeks to support Colorado youth in developing and navigating healthy relationships and in making decisions that result in reduced teen pregnancy and sexually transmitted infections.
