Consolidated Federal Programs Application


On December 10, 2015, the Every Student Succeeds Act (ESSA), which reauthorizes the Elementary and Secondary Education Act (ESEA), was signed into law. The passage of ESSA provides a much anticipated opportunity to improve achievement outcomes for all students by providing effective programs supported with Titles I, II, III, and IV funding. The new law broadens the allowable uses of title funds and our goal is to help ensure that you understand all of the opportunities this funding affords your LEA.    

Under the ESSA, state educational agencies (SEAs) are required to collect local education agency (LEA) plans that address the requirements of the law, as well as descriptions of the activities the LEA will implement with its Title I, II, III, and IV allocations.  To meet this requirement, the Colorado Department of Education (CDE) has developed, with stakeholder input, a new consolidated application, which includes a set of five cross-program questions, organized around five core elements:

  • A comprehensive needs assessment;
  • Meaningful, ongoing consultation with parents, teachers and other community members;
  • The identification of students in need of additional support;
  • Delivery and progress monitoring of evidenced-based student supports; and
  • Evaluation of programs and activities funded by the ESSA.

October 2017 Update

2017-2018 Consolidated Application

CDE has reviewed all submitted 2017-18 Consolidated Applications for ESEA Funds and is in the process of finalizing the required modifications with the remaining applicants that have not yet received final approval.  The last date to submit required modifications is Friday, November 10, 2017.   LEAs should contact their ESEA Regional Contact to work through any remaining questions regarding the required modifications.  LEAs are not permitted to request reimbursement until the application has received final approval.  Once the LEA has received final approval, a request for reimbursement form may be submitted to the Office of Grants Fiscal. 

Post-Award Revisions (PAR)

The post-award revision process allows LEAs to revise budget entries, as needed, to their current fiscal year application.  The window to make these revisions will open in early December. The Office of ESEA Programs will host a training webinar on November 13, 2017 to review the post-award revision process and update LEAs on changes made to the revision platform.

2018-2019 Consolidated Application

Information regarding the 2018-2019 Consolidated Application for ESEA Funds will be posted as it becomes available.

August 2017 update 

 CDE is currently reviewing the complete and submitted 2017-2018 Consolidated Applications for ESEA Funds (Applications).  Reviews will continue on a rolling basis through October 2017. LEAs that opted to take additional time to submit completed LEA plan narrative responses will be reviewed when the completed application is received by CDE.  As a reminder, LEAs that requested additional time to submit narrative responses must submit the complete Application no later than September 30, 2017.

After finishing the initial review of the LEA’s submitted Application, CDE will submit comments to the LEA through the Application platform.  The LEA will be notified by email once comments are available.  Modifications and revisions may be made after the LEA receives notification of comment availability.  Generally, the LEA should make modifications and revisions within 30 days of receiving CDE comments.  If extended time beyond the general 30 day deadline is needed, contact the LEA’s ESEA regional contact for approval.  Once modifications and revisions are complete, the LEA must resubmit the Application to CDE through the Application platform.  CDE will work with all LEAs that resubmit modifications and revisions to reach final approval in a timely manner.  If the LEA has questions regarding CDE comments, please direct them to the LEA’s ESEA regional contact.

Once all comments and required changes from CDE are addressed, final approval will be granted and LEAs may submit a request for funds to pay for activities, as described in the Application.

June 2017 update 

 CDE is pleased to announce the 2017-2018 ESEA Consolidated Application is now open and LEAs may submit their completed applications. The due date for submission of the online platform portion of the 2017-18 Consolidated Application has been extended to July 14, 2017.  LEAs must still submit the following items by June 30 in order to receive substantial approval on July 1:

Substantial approval allows applicants to obligate funds for activities outlined in the application budget. If the above forms are submitted after July 1, 2017,  the LEA’s application will be given substantial approval effective on the date that CDE receives the required forms.

Application review will begin in July and continue through October 2017. LEAs that opted to take additional time to submit completed LEA Plan narrative responses or requested an extension will be reviewed when the completed application is received by CDE.  

Applicants will receive a response from CDE within 30 days of the receipt of a complete application and will have 30 days to respond to any comments and/or required changes made by CDE.

Once all comments or required changes from CDE are addressed, final approval is granted and applicants can submit a request for funds to pay for activities outlined in the application.

CDE will review Consolidated Applications on a rolling basis, beginning in July.  Please note, however, that CDE will not begin reviewing the LEA's Application until a complete Application is received.  Complete Applications include all elements required for substantial approval, the non-public schools consultation form(s), the Native American Education Tribal Consultation (Yearly Affirmation) form, and complete responses to the LEA plan questions.  LEAs must receive final approval of their application before they may receive reimbursement of their ESSA program expenditures.
