State Model Evaluation System Pilots
The Educator Effectiveness team prioritized feedback from practitioners and made a concerted effort to engage stakeholders when creating and revising evaluation tools and supports. On this page you will find information about each formal pilot CDE initiated including the Educator Quality Standards and rubrics at the time of the pilot, along with associated educator quality standards, rubrics, and reports.
There have been three formal pilots for the State Model Evaluation System since its inception:

Initial State Model Evaluation System Pilot - Principal and Teacher Systems (2011-2016)
In 2010 the Colorado Legislature passed Senate Bill 10-191, which restructured the way teachers are supported and evaluated in order to promote students’ college and career readiness. The Colorado Department of Education (CDE) developed the Colorado State Model Evaluation System for Teachers as an option for districts to use in implementing the new support and evaluation requirements for educators. The State Model Evaluation System was piloted in 27 school districts of varying size and location in the 2011-16 school years for teachers and principals. Educator feedback from these pilot districts informed improvements to the model system.

Special Services Providers State Model Evaluation System Pilot (2013-2014)
Nineteen sites across the state piloted the Colorado Model Evaluation System for Special Services Providers (SSPs) during the 2013-14 school year. These pilot efforts aligned and worked together to help with lessons learn and to make necessary mid-course corrections during the pilot phase of the Colorado Model Evaluation System. Feedback from pilot schools, districts and BOCES informed improvements to the model system throughout implementation.

State Model Evaluation System Pilot with Teacher Rubric Revisions (2017-2018)
The State Model Evaluation System for teachers underwent significant revisions and was piloted by 50 districts and BOCES in Colorado during the 2017-18 school year. Data collected from these pilot sites informed changes to the State Model Evaluation System.
- A Technical Working Group was assembled during the 2016-2017 academic year to create a working draft of the teacher rubric
- Members of this group included teachers, principals, district leadership, and higher education representatives
- The draft now contains four standards, 17 elements, and 167 professional practices
- The 2017-18 school year collected feedback statewide including:
- A pre- and post- survey for all users including teachers, principals, and district leadership
- 30+ focus groups around the state for a variety of audiences: superintendents/principal managers, principals/assistant principals, and teachers
- an online feedback form that was available from July 2017 through December 2017 for educators to provide feedback
- Teacher Quality Standards were approved by the Colorado State Board of Education on June 2018
- Statewide implementation of the revised teacher system in the 2018-19 school year
