Performance Reporting
The adult education grant programs funded through state and federal grants administered by the Adult Education Initiatives Office at CDE have distinct performance reporting requirements. The performance targets, performance outcomes, and narrative reports for each of the following grant programs are available.
AEFLA/WIOA Title II Performance Reporting
AEFLA Performance Accountability measures are used to assess State and program effectiveness in achieving positive outcomes for learners. Based on past performance and continuous improvement requirements, the U.S. Department of Education's Office fo Career, Technical, and Adult Education (OCTAE) negotiates with the Colorado Department of Education's Office of Adult Education Initiatives (AEI) annually to establish performance accountability targets.
The chart below shows Colorado's performance accountability targets for the other five measures over the next two years.
AEFLA Performance Accountability Targets for Program Years 2024-25 and 2025-26
Measure | 2024-25 Target | 2025-26 Target |
---|---|---|
Measurable Skill Gains | 44% | 45% |
Employment, 2nd Quarter after Exit | 25.20% | 25.30% |
Employment, 4th Quarter after Exit | 24% | 25% |
Median Earnings, 2nd Quarter after Exit | $6,100 | $6,150 |
Credential Attainment Rate | 19% | 20% |
Effectiveness in Serving Employers | Baseline | Baseline |
The timeline and process for when grantees will start reporting Effectiveness in Serving Employers data is to be determined. Reporting specifications, processes and timelines are in development with WIOA Core Partners at the state level. Once interagency agreements are in place for data sharing, grantees will be trained on Effectiveness in Serving Employers data collection and reporting. More details about the annual AEFLA data collection can be found in the NRS Technical Assistance Guide and the NRS website.

AELA Performance Reporting
Performance outcomes on the AELA grant program are measured by tracking the goals learners complete that align to the purposes of the program outlined in the Act. The grant program allows for outcomes to be tracked for both learners receiving services in the current program year, or current learners, and by learners served by the grant program in prior years, or alumni learners. For the 2024-2025 program year, the following adult education programs received AELA grant funding, and their performance outcomes are displayed below.

Annually the Adult Education Initiatives office must submit a report to the State Legislature describing the implementation and outcomes of the AELA grant program. The report is intended to meet the statutory reporting requirements outlined in C.R.S. 22-10-105. Additional narrative reports will be posted as they become available.
The 2022-2024 AELA narrative report will be posted here in the near future.
Prior year narrative reports and performance can be requested by emailing aei@cde.state.co.us.
Colorado Adult High School Performance Reporting
The Colorado Adult High School Grant program started in the late summer of 2024. As performance and narrative reporting data become available, they will be posted.
