State Personnel Development Grant (SPDG) Description
The Colorado Department of Education Office of Learning Supports (CDE/OLS) Colorado Multi-Tiered System of Supports (COMTSS) seeks to work with districts and schools to integrate academic, behavioral, and social-emotional supports into a comprehensive system of student supports. The OLS received a State Personnel Development Grant (SPDG) from the U.S. Department of Education Office of Special Education Programs for the 2021-2026 funding cycle. The SPDG program from the U.S. Department of Education provides funding and technical support to State Educational Agencies to assist them in reforming and improving systems within education.
COMTSS is a framework applied at all educational levels that uses implementation science to create one integrated system. This system is designed to support the needs of all students. COMTSS is defined as a prevention-based framework of team-driven, data-based problem solving to improve the outcomes of every student through family, school, and community partnering, comprehensive screening and assessment, and a layered continuum of evidence-based practices applied at classroom, school, district, region, and state level.
This grant opportunity focuses on professional learning activities that target the development, implementation, and sustainability of a COMTSS.
COMTSS EASI Route: Offered Services
The Colorado Department of Education (CDE) has created an aligned method of applying for grants through the Empowering Action for School Improvement (EASI) Application. Through this process, COMTSS implementation has been provided as a service accessible to local education agencies (LEAs) so that the CDE Office of Learning Supports (OLS) team may offer Technical Assistance. There are additional application routes available.
