Darcy Hutchins, Ph.D. in Education Policy from the University of Maryland—College Park, is the Director of Family, School, Community Partnerships for the Colorado Department of Education (CDE). She provides support to districts to implement family partnership programs for student success, particularly through parent participation on school and district accountability committees. In her role at CDE, Dr. Hutchins staffs the State Advisory Council for Parent Involvement in Education (SACPIE). She also teaches in the School of Education at University of Denver and serves on various advisory boards. Before joining CDE, Dr. Hutchins worked eight years as a Senior Program Facilitator in the Center for Social Organization of Schools at Johns Hopkins University. In this role, she provided technical assistance to districts across the country to implement school, family, and community partnership programs. She began her career as a first grade teacher in Baltimore City Public Schools.  Dr. Hutchins has conducted several research studies about the impact of school- and district-level leadership on school, family, and community collaboration, as well as evaluation projects. She has multiple book and article publications, including School, Family, and Community Partnerships: Your Handbook for Action (Corwin, 2018), Family Reading Nights (Eye on Education, 2014) and Multicultural Partnerships Involve all Families (Eye on Education, 2012). Outside of work, Darcy loves being an aunt, an overprotective cat-mom, a Mini Cooper driver, a New York Yankees fan, and the proud holder of a Canadian birth certificate!

Jes Stroope, Ph.D. in Child, Family, and School Psychology from the University of Denver, is the District and Community Supports Manager in the Office of Family, School, and Community Partnerships (FSCP) at the Colorado Department of Education. She provides training and technical assistance to district and school leaders, as well as community partners, across the state on cultivating systemic FSCP programs for student success. She previously worked part-time in the Exceptional Student Services Unit at the CDE as a Family School Partnering Specialist. Professional development topics offered by Dr. Stroope include supporting families of highly mobile youth, implementing FSCP programs in secondary schools, and family engagement in the community school model, among others. Dr. Stroope regularly facilitates regional FSCP Collaboratives, coaching participating Colorado districts on implementing Colorado’s P12 FSCP Framework and associated rubrics. She recently developed surveys to provide data that informs and supports educator preparation programs on preparing future teachers to effectively partner with students’ families. Dr. Stroope entered the world of family engagement as a Marriage and Family Therapist. She has co-authored articles and book chapters on supporting the rights of the child through family-school collaboration. When not working, Jes spends time with family, reads books about magic, and starts house projects that take an excessive amount of time to complete.

Jamie Madigan, M.Ed. from the University of North Texas, is the Senior Consultant in the Office of Family, School, and Community Partnerships (FSCP) at the Colorado Department of Education. She provides training and technical assistance to district and school leaders, as well as community partners, across the state on cultivating systemic FSCP programs for student success.  She has been in education for over 30 years.  She has taught preschool through 8th grade in a variety of subjects.  Jamie previously was the Multi-Tiered System of Supports Director for the Alamosa School District.  Jamie is very proud of the outcome data in the district with intentional implementation of Family, School, and Community Partnership strategies.  Jamie helped open the Alternative School, as well as the Alamosa School District Family Resource Center.  Jamie is very passionate about her work!  She is looking forward to seeing all of the positive outcomes that will come from implementing Family, School, and Community Partnerships across the State of Colorado.  When not working, Jamie enjoys camping, kayaking, and spending time in nature.
