Academic Achievement

The performance framework is built around a range of student outcome measures organized beneath three performance indicators: Academic Achievement, Academic Growth, and Postsecondary and Workforce Readiness. For the Academic Achievement performance indicator, the framework assigns ratings based on mean scale scores obtained on the annual state assessments. At the elementary and middle school level, Academic Achievement metrics include CMAS English Language Arts, Math and Science mean scale scores. At the high school level, metrics include PSAT Evidence-based reading and writing, PSAT Math, and CMAS Science mean scale scores.

The displays reflect by grade levels, mean scale scores by assessment for all students and by sub-groups along with their assigned ratings. The color of the triangle indicates the calculated ratings with each colored bar indicating the range of scores associated with the possible ratings.

At the elementary school level, the performance framework determines Academic Achievement ratings based on results from the annual CMAS assessments. Mean scale scores are the basic performance metric used to evaluate achievement outcomes. For English Language Arts, mean scale scores are reported for the entire tested population and for the following student subgroups:

Free/Reduced-Price Lunch Eligible Students - These mean scale score calculations represent achievement outcomes for students who are eligible for free or reduced-price lunch.

Minority Students - These mean scale score calculations represent achievement outcomes for students with racial or ethnic backgrounds other than White.

Multilingual Learners - These mean scale score calculations represent achievement outcomes for students who speak English as a second language and receive English Language instructional services.

Students with Disabilities - These mean scale score calculations represent achievement outcomes for students who receive services under an Individualized Education Program (IEP).

Previously Identified for READ Plan - These mean scale score calculations represent achievement outcomes for students who have previously been identified with a Significant Reading Deficiency (SRD) as part of the annual READ Act data collection.

The framework assigns a rating to each mean scale score metric based on how it ranks relative to statewide outcomes. Cut points are set at the 15th, 50th, and 85th percentiles. For each rating, a district or school then accumulates a set number of points toward its overall Academic Achievement rating. Points are earned in proportion to the level of the rating, so that higher ratings equate to larger point totals.

The table below shows how ratings and point values are assigned. Note that in accumulating points toward the overall Academic Achievement rating, metrics representing the entire student population are given more weight than metrics representing student subgroups. This is reflected in larger point values associated with the All Students group.

As Colorado fully implements the 2020 Colorado Academic Standards, CMAS science items reflected those standards for the first time in spring 2022. Therefore, scale scores and performance levels were not available in summer 2022. Science assessment results have not been factored into 2022 performance framework ratings.

Calculations that appear on the performance framework reported under the Science label reflect student outcomes on the CMAS Science assessment along with outcomes from the CoAlt Science assessment. Mean scale scores are the basic performance metric used to evaluate achievement outcomes. For Science, mean scale scores are reported for the entire tested population and for the following student subgroups:
