ESSA Discontinued Programs

The passage of the Every Student Succeeds Act formally removed programs that have been defunded or will no longer receive funding. The list below outlines some of the eliminated programs and where support for the activities can be found in ESSA.

CDE will provide an overview of all changes by program in the near future.

Title II Part B Math and Science Partnerships

Purpose: To improve academic achievement of students in areas of mathematics and science by encouraging State and local partnerships to improve and upgrade the stature of math and science teacher education by establishing comprehensive recruitment, training and advising systems for math and science teachers.

Funding Status: Colorado will receive funding through 2016-17. View RFP announcements.

  • LEAs may use Title II, Part A funds to develop and provide professional development and other comprehensive systems of support for teachers, principals, or other school leaders to promote high quality instruction and instructional leadership in science, technology, engineering, and mathematics subjects, including computer science.
  • Title II, Part B, Subpart 4 provides an opportunity for SEAs to apply for a grant to build a STEM Master Teacher Corps.
  • LEAs may use Title IV, Part A funds to develop and implement programming and activities to improve instruction and student engagement in science, technology, engineering, and mathematics, including computer science.

Supported in ESSA: LEAs may use Title IV, Part A funds to develop and implement programming and activities to improve instruction and student engagement in science, technology, engineering, and mathematics, including computer science.

Title II Part D Enhancing Education Through Technology (EETT)

Purpose: The goal of EETT was to increase student achievement through the use of technology in elementary and secondary schools. Title II Part D received its last appropriation in 2010 and the program was officially eliminated with the passage of ESSA.

Funding Status: Program was previously defunded, but REAP eligible LEAs can still REAP-Flex funds into this program through 2016-17.

Supported in ESSA: Support for technology can be found throughout ESSA with many technology focused activities listed in Title IV Part A Student Support and Academic Enrichment Grants.

Title IV Part A Safe and Drug Free

Purpose: This program provided support to states for a variety of drug-abuse and violence-prevention activities. Title IV Part A received its last appropriation in 2007.

Funding Status: Program was previously defunded, but REAP eligible LEAs can still REAP-Flex funds into this program through 2016-17.

Supported in ESSA: Support for safe and drug free schools can be found in Title IV Part A Student Support and Academic Enrichment Grants.

Title V Promoting Informed Parental Choice and Innovative Programs

Purpose: This program provided funding for 27 allowable program areas including instructional and educational materials, technology, school improvement, education reform and meeting the education needs of at-risk students.

Funding Status: REAP eligible LEAs can still REAP-Flex funds into this program through 2016-17.

Supported in ESSA: The new program eliminates these activities and now focus’ on allowing states and LEAs the flexibility to target federal funds to programs and activities that mostly address the unique needs of states and localities.
