Glossary of Terms

12+ month students: 12+ month students have been continuously enrolled in the school/district since the prior year’s CSAP administration or longer. Students who changed schools during the year are considered 12+ month students at the district level but not the school level. Middle and high school students in their school’s lowest grade (e.g. 6th or 9th) who enrolled before October and have been in the district for a full year are considered 12+ month students at the school level.

Adequate Yearly Progress (AYP): Colorado’s determination of incremental progress toward the goal of all students being AYP Proficient in reading and math, as noted by the CSAP/Lectura (Partially Proficient, Proficient and Advanced) and CSAPA (Emerging, Developing and Novice) by 2014.

Advanced Proficiency: A score of Advanced on CSAP or Lectura

AYP: Adequate Yearly Progress

Confidence Intervals: A range of values, with an upper and lower limit, around a school’s or district’s percentage of proficient students within which there is some degree of “confidence” the true percentage lies.

Corrective Action: After two years on Title I School Improvement, a school that does not make AYP for a third year goes on Title I Corrective Action. Along with having to offer public school choice and supplemental educational services (SES), the school must begin planning for restructuring.

CSAP: Colorado Student Assessment Program; the standards based assessments used to measure AYP.

CSAPA: Colorado Student Assessment Program Alternate, the standards based assessment used to measure AYP for students with disabilities who qualify to take it.

Disaggregated group: Demographic groups which are accountable for making AYP within the school/district: Includes racial/ethnic (Native American/Alaskan Native, Asian/Pacific Islander, Black, Hispanic, White), English Language Learners, Economically Disadvantaged, and Students with Disabilities.

Economically Disadvantaged: A disaggregated group accountable for making AYP, made up of students eligible to receive free or reduced cost lunches.

FEP: Fluent English Proficient

Free or Reduced Lunch: Governmental program that provides low-income students with free or reduced price school lunch.

Graduation Rate: The graduation rate is a cumulative or longitudinal rate that considers the number of students who meet the graduation requirements as a percent of those who were in membership and could have graduated over a four-year period from grades 9 through 12.

Lectura: Colorado’s Spanish reading assessment for 3rd and 4th grade students who do not know sufficient English to take CSAP reading.

LEP: Limited English Proficient

“n”: Indicates sample or group size.

NEP: Non-English Proficient

Non-Proficient: For AYP purposes, these are students scoring Unsatisfactory on CSAP or Lectura, and Inconclusive or Exploring on CSAPA.

Other Indicator: The third component of measuring AYP, along with participation and performance. At the elementary and middle school levels, it is the percentage of students scoring Advanced on CSAP reading and math. For high schools, it is graduation rate.

Participation Rate: Percentage of students in a school/district that get a valid score on CSAP or CSAPA reading and math, Lectura, or an Overall CELA Pro score (counts for reading participation only for NEP students enrolled in U.S. school for less than one year).

Performance Targets: The yearly reading and math assessment targets set by the state of Colorado in order to reach proficiency by 2014.

Proficient: For AYP purposes, includes students scoring Partially Proficient, Proficient or Advanced on the CSAP or Lectura, and students scoring Emerging, Developing or Novice on CSAPA.

Public School Choice: Districts are required to offer all students in Title I schools identified for School Improvement, Corrective Action, or Restructuring the option to attend another school in the district that is not on Improvement. Districts must provide transportation or pay for the costs associated with transporting students to the choice school, either from the student’s home or from the school on Improvement.

Restructuring: District must begin plans for restructuring a school after two years on Corrective Action (after 4th year on Improvement). Options include reopening as a charter school, replacing principal and staff, contracting with a private management company with demonstrated effectiveness, State takeover and/or other major restructuring of school governance. Restructuring must be implemented by the first day of school of the 5th year on Improvement.

Safe Harbor: Alternative method for making AYP target, when school/district/disaggregated group does not meet proficiency target, that requires reducing the percentage of Non-Proficient students by at least 10 percent from the prior year.

School Choice: See Public School Choice.

School Improvement: Also known as Title I School Improvement, the status of a school that fails to make AYP for two consecutive years in the same content area. In the first year of Title I School Improvement and for all subsequent years, the district must offer public school choice to all students. In the second year of School Improvement and for all subsequent years, the school must provide supplemental educational services (SES).

Students with Disabilities: A disaggregated group of students who have Individualized Education Plans (IEPs) that must be reported for AYP.

Supplemental Education Services (SES): Before school, after school or summer academic assistance in reading and/or math, by a state-approved provider, that must be offered to students from low-income families and funded with Title I funds after a school fails to make AYP for a third year (2nd year on School Improvement).
