Description of DPSR Grants and Supports:
21st Century Community Learning Centers (21st CCLC) – This federal grant program distributes funds to qualified applicants pursuant to Title IV, Part B, of the Elementary and Secondary Education Act (ESEA). The program provides opportunities for academic enrichment to help students in high-poverty areas and those who attend low-performing schools in meeting state performance standards in core academic subjects (reading, writing and mathematics). CDE activities include grant development, federal reporting, training, technical assistance and evaluation. Grant Cycle: 5-year grants awarded as cohorts are completed.
Expelled and At Risk Student Services Grant Program (EARSS) – This state grant program was established in 1997. It provides funds for educational and support services to expelled students, those at risk of eventual expulsion and truant students to prevent suspensions and expulsions. Grant Cycle: 4-year grants annually awarded.
Foster Care Education – This state program was launched in 2012 and is dedicated to helping students in foster care excel academically, complete courses and advance to the next grade, and continue on a path to postsecondary success. The program provides technical assistance and training for Child Welfare Education Liaisons and county child welfare agencies. It has established data use agreements with the Colorado Department of Human Services (CDHS) and the University of Northern Colorado (UNC) to track educational outcomes of students in foster care and student mobility. Dropout and graduation rates of students in foster care are reported annually based on the data use agreement with CDHS. School mobility is being studied by the University of Northern Colorado with support through a federal research grant. This program receives contract funds from UNC to support this ground-breaking research.
McKinney-Vento Homeless Education Program – Originally authorized in 1987, this federal program is under Title VII-B of the McKinney-Vento Homeless Assistance Act. It was enacted to address the numerous barriers homeless children face in obtaining a free, appropriate public education. This program provides support in the implementation of the Act and includes grant funds to increase educational access, school stability and academic success for students experiencing homelessness in public school districts. Grant Cycle: 3-year grants awarded as cohorts are completed.
Student Re-engagement Grant Program – State appropriation for this new grant program began in January 2016. The grant program is authorized by C.R.S. 22-14-109 to assist local education providers in providing educational services and supports to students to maintain student engagement and support student re-engagement at the secondary level. On-going funding of this grant program is under condition. Competitive grants under this statute was awarded for the first time in March 2016. Grant Cycle: Up to three years, contingent upon availability of state funds, compliance with grant expectations and meeting reporting requirements.
